Tackling drugs is new KK Police Chief's priority

Kota Kinabalu: New City Police Chief, ACP Ku Chin Wah, has set his sights on tackling and effectively reducing the drug problem here.

Other than the obvious reason that drugs are bad for health, he believes drugs have been and are still causing people to commit crime.

"My priority would be on drugsÉI do not have the scientific proof to back it up but I feel that drugs contribute to most crimes.

"If we can tackle the menace (then) we can reduce crimes such as thefts or snatch thefts," he told reporters after a handing-over ceremony between Acting City Police Chief, Supt Wong Chong Fooi, and him at the city police headquarters at Karamunsing, here, Wednesday.

Ku also intends to combat petty crimes especially snatch thefts, which he believes is a constant source of worry for the public.

"Crime cannot be avoided as it is natural that when society progresses crime also increases.

"But I feel matters such as property crimes or snatch thefts make the public insecure and they feel unsafe walking in the streets these are allowed to happen," he pointed out.

He said the crimes are not only happening here but also nationwide and that snatch theft victims are left traumatised.

Meanwhile, on whether he had any plans to flush out illegal immigrants here, Ku said: "We always tend to associate crime with illegal immigrants and sometimes that is not the right thing to do.

"However, I will tell my men not to lose focus and tackle crime according to the crime per se and not based on stereotype-thinking (which is immediately to implicate foreigners)," he said.

He also said the police force's main core business is to safeguard peace and order, and not to enforce immigration or other laws.

"Although enforcing other laws is also a part of our duties it is only subsidiary. We should focus on (taking care of) peace and to combat crime," he stressed.

'Two cops per Taman' plan hailed

Kota Kinabalu: Outgoing Sabah Acting Commissioner of Police, SAC I Datuk Mohd Bakri Mohd Zinin has welcomed the plan to station two policemen in every housing estate in the country to check crime.

He said this was the best way to combat and pinpoint the crime trend in a particular area.

"This is a situation which the public will benefit greatly. They can see for themselves the presence of police, hence, they will feel safer and eventually the force's credibility will increase and the image improve," he said.

He added criminals would also think twice before committing any crimes because of this plan.

Inspector General of Police (IGP) Tan Sri Musa Hassan said the plan to station two policemen at every housing area nationwide was a proactive move to keep crime in check.

The policemen would operate from a beat base and would live in the housing estate with their families, he said, adding his working paper "Social Problems: The Present Situation" had been submitted to the government for due consideration.

Bakri said the IGP also wanted higher rank officers including senior officers to turun padang in assessing the crime situation.

"The necessary strategies would be planned in line with the IGP's instructions," he said, adding at the moment officers from the rank of Inspector to Assistant Superintendent would be involved in the plan.

Meanwhile, he thanked the press in Sabah during his short tenure as Acting Sabah Commissioner of Police for publishing reports on the police's successes and also the force's problems.

Bakri has been promoted to the Bukit Aman headquarters as the Criminal Investigation Department (CID) Deputy Director (Intelligence Operation).

He is scheduled to hand over duties to new Sabah Commissioner of Police, outgoing Bukit Aman CID Deputy Director I, Datuk Mohd Mokhtar Hassan.

KUALA LUMPUR: The Royal Malaysia Police (RMP) did not sideline or victimise anyone in its latest reshuffle and promotion exercise involving more than 129 senior officers.

Inspector-General of Police (IGP) Tan Sri Musa Hassan said the reshuffle was necessary to make the force more vibrant and effective.

揟he force needs new and fresh faces to better serve the people and with the cooperation of the public we can have a more efficient outfit 卼here is no nepotism or cronyism in this matter.

揟hose involved in the reshuffle must prove their ability and credibility to serve better. I don抰 want them to think that they have been victimised, instead they must try to overcome their weaknesses and shortcomings,

Polis akan tingkatkan kerjasama banteras kegiatan dadah, kata Wahab

KOTA KINABALU: Polis akan meningkatkan kerjasama mereka dengan agensi serantau dan ant-arabangsa, termasuk Interpol, dalam membanteras masalah dadah di negara ini, kata Pengarah Jabatan Siasatan Jenayah Nar-kotik Datuk Abang Abdul Wahap Abang Julai kelmarin.

Beliau berkata kerjasama se-demikian adalah perlu kerana dadah merupakan perniagaan yang luma-yan.

Jabatan itu juga akan merancang kerjasama dengan agensi kerajaan yang lain dan pertubuhan bukan kerajaan (NGO) dalam usaha ini. katanya.

Beliau berkata demikian selepas menyaksikan serah terima tugas Pemangku Pesuruhjaya Polis Sabah Datuk Mohamad Bakri Zinin kepada Ketua Polis Negeri yang baru Datuk Mohamad Mokhtar Hassan, di ibu pejabat polis negeri di Kepayan di sini.

Bakri akan menyandang jawatan baru sebagai Timbalan Pengarah CID (Operasi Perisikan Dadah) di Bukit Aman, Kuala Lumpur.

Sementara itu di Kuala Lumpur, Bekas Ketua Jabatan Siasatan Jen-ayah Narkotik ACP Othman Harun menyerahkan tugas kepada pe-mangku ACP Kang Chez Chiang pada satu majlis di Ibu pejabat Kontinjen Polis Kuala Lumpur di sini hari ini.

Majlis itu disaksikan Timbalan Ketua Polis Kuala Lumpur Datuk Bahrin Idrus yang bakal menyandang jawatan Ketua Polis Negeri Sem-bilan.

Bahrin berkata semasa di bawah tanggungjawab Othman, jabatan itu telah membantu menumpaskan se-jumlah sindiket dadah di sekitar bandaraya yang dianggap sukar di-lumpuhkan sebelum ini.

揇alam 10 bulan pertama tahun ini sahaja, jabatan itu telah menahan 818 orang yang melakukan kesalahan berkaitan dadah, dan menangkap 21,166 pengguna dadah berbanding 18,586 tahun lepas,

43 submariners pass French test

KUALA LUMPUR: The second group of 43 Royal Malaysian Navy submariners completed their first stage of a year抯 training in Brest, France, recently.

RMN Fleet Operations Command chief Laksamana Madya Datuk Mohd Amdan Kurish presented each with a certificate and the "dolphin" insignia at the French Naval Instruction Centre on Oct 25.

Present were French navy submarine and strategic ocean-going forces commander Admiral Yves Boiffin and representatives from submarine contractor Armaris (a DCN and Thales joint-venture company) and Defense Conseil International (DCI) naval branch Navfco.

A joint DCI and Armaris statement said the ceremony signalled the completion of elementary submarine training, certifying that the officers had acquired general knowledge competence in the field of submarines.

"They will now proceed with the advance submarine course to acquire deeper knowledge of the onboard systems and platform."

The training programme is designed to equip submariners with the skills to operate Scorpene-class submarines, two of which are being jointly built by DCN and its partner Navantia.

ATM juara menembak senjata kecil Asean+3

ANGKATAN Tentera Malaysia (ATM) mencatat sejarah apabila muncul juara keseluruhan kejohanan menembak senjata kecil antara Angkatan Tentera Asean+China, Korea dan Jepun (Asean+3) yang berlangsung di Beijing, China pada 15 hingga 21 Oktober lalu.


Empat acara dipertandingkan iaitu pistol precision, pistol rapid fire, raifal prone dan raifal tiga posisi dengan skuad menembak ATM muncul juara keseluruhan.

Skuad negara membolot enam emas dan tiga gangsa dalam kejohanan yang turut disertai penembak Thailand, Myanmar, Singapura, Vietnam, Laos, Kemboja, Filipina, Indonesia dan Brunei.

Emas diraih penembak ATM menerusi Lans Koperal Rosli Awang dalam acara perseorangan raifal prone dan berpasukan menerusi gandingan Sarjan Mohamad Fauzi.

Sarjan Mohamad jua meraih emas dalam acara perseorangan raifal tiga posisi dan berpasukan dengan Koperal Noramli Mohamad yang juga memenangi gangsa dalam acara perseorangan.

Emas acara pistol pula diperoleh menerusi Pegawai Waran II Roslan Abu Samah dalam acara 'precision' dan juga dalam acara berpasukan.

Bagaimanapun, hasrat ATM untuk menyapu bersih emas yang dipertandingkan tidak kesampaian apabila jaguh acara pistol, Las Koperal Samshor Baharin Mohd Sudin menghadapi masalah kesihatan dalam acara pistol rapid fire.

Pasangannya, Roslan Abu Samah pula menghadapi masalah teknikal pada pistol untuk sekadar menamatkan saingan dengan meraih gangsa.

Pengerusi Menembak ATM (PMATM), Laksamana Muda Ahmad Kamarulzaman, berkata penyertaan pasukan itu adalah idea Panglima Angkatan Tentera, Laksamana Tan Sri Datuk Sri Mohd Anwar Mohd Nor supaya ATM dapat bertanding pada peringkat antarabangsa.

Katanya, penyertaan penembak dari tiga perkhidmatan ATM iaitu Tentera Darat, Tentera Laut Diraja Malaysia (TLDM) dan Tentera Udara Diraja Malaysia (TUDM) membuktikan konsep kerjasama yang diamalkan dalam ATM menghasilkan kejayaan yang membanggakan.

Bagi pengurus pasukan, Leftenan Kolonel Ismail Manuri, yang juga Setiausaha PMATM, faktor disiplin, kesungguhan dan semangat tinggi ketika latihan dan pertandingan adalah punca utama yang membawa kepada kejayaan di Beijing itu.

Naval museum being planned as part of Manjong district's tourist attractions

The Royal Malaysian Navy (RMN) plans to open a naval museum here, as part of the area's tourist attraction.

Manjong district here is a popular tourist destination with its numerous beaches and islands, and tourists may visit the museum as part of their itinerary.

"We are discussing the details with the Perak State government," said Navy chief Tan Sri Ilyas Din, who added that the navy would prefer a museum outside the naval base to make it convenient for the public.

He was speaking to reporters after officiating the opening of the Navy Chiefs gallery at the naval base here today.

The gallery exhibits all decorations of the past nine navy chiefs from Laksamana Muda Datuk K. Thanabalasingam to Ilyas.

The gallery, located next to Auditorium M Sidek Shabudin at KD Pelanduk, is opened to the public.

Ilyas said the gallery would be a first step toward setting up a naval museum.

On another matter, Ilyas asked local fishermen who claimed to have been harassed by security forces of neighbouring countries to come up with evidence.

"We have several mechanism to deal with such problems including diplomatic approach as RMN has good relations with the security forces.

"Our fishermen must also know the boundaries of international waters to avoid getting themselves into trouble," he said.

Recently, a group of fishermen in Hutan Melintang near Teluk Intan held a peaceful demonstration to protest against the alleged harassment by foreign security forces since early this year.

BN Shipyard To Deliver Four NGPVs To TLDM In 36 Months


LUMUT, Nov 13 (Bernama) -- Boustead Naval Shipyard (BN Shipyard), formerly known as PSC Naval Dockyard Sdn Bhd (PSC-ND), is confident of delivering the remaining four new generation patrol vessels (NGPV) to the Royal Malaysian Navy within 36 months.

Its managing director, Datuk Seri Ahmad Ramli Mohd Nor said the main aim of the company now is to complete the four vessels before announcing on its new government projects especially from the Ministry of Defence.

"We want to deliver it as soon as possible," he said after the signing of a contract between BN Shipyard and Tanjung Kapal Services Sdn Bhd (TKS), a wholly-owned subsidiary of Tanjung Offshore Berhad (TOB) at BN Shipyard dockyard, here Monday.

The RM41 million contract is for the engineering, construction, testing and delivery of a 60-metre with 60 tonnes bollard pull Anchor Handling Tug Supply (AHTS) vessel for TKS.

BN Shipyard has completed the building of two NGPVs -- KD Kedah and KD Pahang -- and has delivered the vessels to the Navy on June 5 and Aug 3, respectively.

Under the contract signed in September 1998, BN Shipyard has been given the responsibility to design and build six NGPVs worth RM5.35 billion.

All six vessels were supposed to be delivered to the Navy by the end of 2007 at the latest.

Boustead Holdings, which is involved in property development and oil palm plantation, took over PSC-ND after buying 30 percent of its equity from Limaran Logistics with a cost of RM166.5 million on Sept 16.

Meanwhile, TOB managing director Omar Khalid said BN Shipyard was chosen after three shipyards made their bids for the project.

"We hoped it could be completed within the stipulated period mentioned in the contract," he said.

The vessel is expected for delivery by the first quarter of 2009.

Pangkalan Kapal Selam Dijangka Dibina Awal 2007


KOTA KINABALU, 14 Nov (Bernama) -- Pembinaan pangkalan kapal selam Tentera Laut Diraja Malaysia bernilai RM350 juta di Sepanggar dekat sini dijangka dimulakan awal tahun depan, kata Panglima Wilayah Laut 2, Laksamana Muda Ahmad Kamarulzaman Ahmad Badaruddin.

"Biasanya (pembinaan) mengambil masa dua tahun," katanya kepada pemberita selepas menyaksikan latihan anti-keganasan melibatkan Pasukan Khas Laut (PASKAL) TLDM di sini.

Beliau berkata pangkalan itu akan mengandungi kompleks latihan, kuarters anggota dan keluarga, simulator dan infrastruktur bagi menyokong operasi sesebuah kapal selam.

Kapal-kapal selam yang dibeli dari Perancis pada harga RM3.5 bilion dijangka memasuki pangkalan itu pada tahun 2008 dan mula beroperasi pada tahun 2009, katanya.

Ahmad Kamarulzaman berkata TLDM juga akan meningkatkan keupayaan PASKAL dalam Rancangan Malaysia Kesembilan (RMK-9) dengan pembelian peralatan selam dan senjata-senjata khusus agar pasukan elit ini dapat bertugas dengan lebih berkesan lagi.

Katanya walaupun keadaan keselamatan Sabah dan juga perairannya kini dalam keadaan selamat, TLDM tidak boleh leka dan perlu melakukan latihan secara berterusan di samping mencari taktik baru dalam menjalankan operasinya.

Hari ini, 28 anggota PASKAL menunjukkan kemahiran mereka dalam latihan Wira Laut Timur 2006 dengan menyelamatkan tebusan menggunakan helikopter dan juga bot.

Mereka mempamerkan kebolehan terjun dari helikopter ke dalam laut tanpa payung terjun sebelum naik ke darat menggunakan bot dan bergayut pada seutas tali tebal yang diikat dari helikopter semasa operasi membawa keluar tebusan dari tempat tahanan.

Ahmad Kamarulzaman juga berkata latihan itu juga menguji koordinasi operasi antara TLDM dan Tentera Udara Diraja Malaysia.
