normal web browsing pakai DNS to translate domain name (Human readable) into IP address bits (Computer/router readable) form..
skrg ko block dekat Hosts,,, so bila budak2 tuh hit address e.g: "http://www.facebook.com" kat Firefox/IE etc,, local resolver gi query kat host (before DNS) dpt jawapan "Sila Block (or Drop)",, so "http://www.facebook.com" takleh resolve ker facebook nyer address.. so budak2 tuh melopong laaahh takleh login facebok :lol: ...

Assuming you're trying to lock down windows users (ultrasurf is a windows proxy) what you should be doing is restricting users from changing the proxy setting on their computers. The relevant key is
HKEY_CURRENT_USER\Software\Microsoft\Windows\Currentversion\Internet Settings
and what you do is to right-click on that key and deny permissions to the desired users. Having done so, users and programs (like Ultrasurf) can't change those registry keys, and can't proxy.
