You cannot and should not measure other people's intelligence by their command of English BUT without good understanding of the language, it will be harder to access; retrieve and understand knowledge, information etc.

Intelligence itself is not solely based on the language proficiency. Other factors may contribute to intelligence too.

English is just another language. Language is just one of the communication tools. How does that (English & Language ) is related to intelligence in the first place...?

I agree that some people who don't even know English can be way smarter than English speakers, but I think that knowing many languages can be quite beneficial for career, but also to boost the brain, That's the reason I learn French with Lingopie, and I even plan to learn Spanish that way as well. However, I don't think that people who don't learn foreign languages are worse, they just have other priorities.
